When does the PcdNameTable get generated for Dynamic PCDs?
There is an offset to such a table in the PCD database structure, but
in the OVMF image it is equal to 0, so I'm wondering in what cases

It is not just C, I think nearly all programming languages that have
ternary operator use C-like order: https://en.wikipedia.org/wiki/%3F:

You can specify this question with INTERACTIVE flag, then handle write operation in Callback. If so, you don't depend on write.
