[edk2-libc Patch V4 5/6] AppPkg/Applications/Python: to update readme files in edk2-libc

This commit is to update references to py 2.7.10 in
StdLib/Readme.txt and StdLibPrivateInternalFiles/ReadMe.txt
documents to py3.6.8.
