[Patch v4 34/46] UefiCpuPkg/MpInitLib: Implementation of MpInitLibStartupAllAPs()

1. Simply the internal function StartupAllAPsWorker()'s function
header due to it is duplicated with MpInitLibStartupAllAPs().
